Verbal consent process
Callers contact the existing Govorun number. For a caller-requested SMS, the assistant gives the complete disclosure below, waits for a new answer, receives an explicit affirmative decision, and separately confirms the intended recipient number. Booking intent, caller ID, callback consent, silence or a thank-you do not grant SMS consent. The disclosure is communicated in the caller’s language while preserving its elements. SMS is not currently sent: the program awaits campaign approval and verified controls.

Consent evidence
A structured record stores the date, voice method, recipient number, call reference, disclosure/version, model-attested decision and new-answer event evidence. The answer is hashed, not retained as raw text; Govorun does not retain raw call audio. This record is not an audio recording or an independent guarantee that every word was spoken. Opt-outs are respected; re-opt-in after withdrawal requires verified written START evidence and fresh per-call consent.
